Is Westminster Stopping Scotland from Tackling the Drugs Death Crisis?

Scotland faces an unprecedented drug death crisis — the highest rate in Europe. McLean, a former Serious Crime and Drugs Squad Officer and LEAP UK spokesman, argues that Westminster's control over drug policy prevents Scotland from implementing needed solutions.

The core issue centres on devolution limitations. Drug policy remains a reserved matter controlled by Westminster, restricting Holyrood's ability to pursue "innovative and compassionate approaches." McLean contends that "Westminster's control over drug policy is not just an inconvenience, it is a barrier to saving lives."

He criticises the UK's punitive drug approach as misaligned with Scotland's public health priorities, asking: "If Holyrood cannot address a crisis as urgent and localised as this, what is the point of having a Scottish Parliament at all?"

McLean advocates for full Scottish control over drug policy to implement evidence-based solutions. He notes that "decriminalisation, regulation, harm reduction programmes and investment in treatment" have proven effective elsewhere.

However, he acknowledges Scotland possesses some autonomy. Glasgow's new safe consumption facility demonstrates that "our prosecution system does enjoy autonomy from political interference." McLean urges the Scottish Parliament to use existing freedoms boldly while advocating for expanded authority to address this public health emergency effectively.
